C. Scott Osborn

Scott was a partner at Davis, Agnor, Rapaport & Skalny, LLC and a leader of the firm’s Business Planning & Transactions Practice Group. A true deal lawyer, he was known for his strategic thinking, deep experience, and ability to guide clients through complex transactions with clarity and confidence. Clients relied on his practical judgment, and colleagues valued the steady perspective he brought to both challenging matters and everyday collaboration.

Within the firm, Scott was generous with his time and insight, mentoring younger attorneys and helping shape the thoughtful, client-focused approach that defines our practice.

Above all, Scott was devoted to his family. He was a loving husband to his wife, Nelly, and a proud father to Eliza and Rowan. Whether coaching his children’s teams or traveling together, he spoke often about the pride and joy he found in his family.

Scott will be remembered for his integrity, quiet leadership, and the lasting influence he had on those who worked alongside him. He is deeply missed by his colleagues and friends.

Susan R. Rapaport

Susan was a founding member of Davis, Agnor, Rapaport & Skalny, LLC and chaired the firm’s Community Association practice group. She worked extensively with boards of directors of condominiums, homeowners associations, and cooperatives to problem solve, govern responsibly and manage effectively.

A graduate of Leadership Howard County, Susan was active in the community, having served as the President of the Chesapeake Region Chapter of the Community Associations Institute, was active in statewide legislative initiatives, and was a former Board President of The Business Women’s Network of Howard County. Susan was an avid shoe shopper and was a fierce advocate for all things important to her.

She is sorely missed by all of us, her friends, family and colleagues. We are, however, comforted by Susan’s enduring legacy and her lasting contributions to the firm.
